To develop our methodology, we looked to what the rest of the developed world
was doing vis a vis higher education standards and accreditation models and
adopted the best of the world’s best practices, which comprise the criteria that Ontario Colleges volunteer to
be held to. We have implemented unique, stringent, exemplary criteria, which is
individualized to Ontario’s colleges and hails from the European and International Quality Assurance
Networks. Please see our Orientation Manual for detailed disclosure of our methodology.
In addition, we are committed to the continuous improvement of our services and
methodology at OCQAS, and have commissioned two autonomous reports by respected
consultancies. Download one or both of:
J.Randall Report to the management board, reviewing OCQAS services
As we commit to the continuous improvement of Ontario Colleges in tandem with
our College partners, our models are also subject to improvements dictated as
anecdotal, experiential and global trends and standards evolve.
We follow an outcomes-based credentialing model which guarantees that colleges
work to educate students in full accordance with pre-established outcomes
required for each certificate, diploma and degree. The Credentials Framework represents the minimum provincial requirement for
credentials to be awarded and applies to all programs of instruction,
regardless of funding source. Outcomes are established through rigorous consultations and cooperation between
the Ministry of Training, Colleges and Universities, industry, the colleges and
our organization.
Similarly, the Qualifications Framework includes all non-religious postsecondary
certificate, diploma and degree programs offered under the auspices of the
Province of Ontario, including apprenticeship certificates, the qualifications
awarded by private career colleges, the qualifications awarded by public
colleges, and degrees offered by public universities and institutions
authorized to award degrees by a consent of the Minister of Training, Colleges
and Universities of Ontario.
